

Background
The North Atwater East Bank Riverway (NAEBR) Project revitalizes a 2.2-mile stretch of asphalt maintenance road along the Los Angeles River into a multi-use, accessible pathway connecting disadvantaged communities to a unique riparian habitat. The project emphasizes ecological restoration, active recreation, and sustainable design using native plants, pervious surfaces, bioswales, and recycled materials. Featuring a living habitat wall, local artwork, and interpretive signage, the Riverway will celebrate the natural and cultural history of the area while addressing community concerns about safety and accessibility.
The project provides numerous benefits, including improved stormwater management, reduced greenhouse gas emissions, and enhanced connectivity for pedestrians, cyclists, and equestrians. By transforming the neglected maintenance road, it creates safe linkages between parks, neighborhoods, and transit options, reducing vehicle miles traveled and fostering environmental stewardship. The trail will also offer aesthetic and passive recreational opportunities, improve water quality, and enhance local wildlife habitat along the river corridor.
The project will also serve as a model for sustainable urban development, demonstrating how recycled materials, ecological enhancements, and community engagement can transform underutilized spaces. By linking key destinations like Griffith Park, the Los Angeles Zoo, and the Gene Autry Museum, the Riverway will enhance access for residents and tourists, promoting a healthier, more connected community.

Colorado Blvd Undercrossing Project
The Colorado Blvd Undercrossing, also called the Colorado Bridge Undercrossing East Bank River Way, was initially part of the North Atwater East Bank Riverway (NAEBR) project. Due to its complexity, it was removed from the NAEBR scope and made a separate project under the Bureau of Engineering’s Bridge Improvement Division.
The 500-foot undercrossing will create a safe, continuous path for non-motorized users. It will connect the Colorado Bridge Freeway Extension to NAEBR, forming a 6-mile loop and establish essential links between parks, equestrian facilities, housing, businesses, and the Los Angeles River.

Project Status
The project is currently in the design phase with the plans at 99% completion. Public Access Easements, acquisitions, and Use & Maintenance Agreements are in progress.

Prior Meetings:
- The 1st community meeting was held on July 15, 2020.
- The 2nd community meeting was held on August 19, 2020, and the preliminary concepts were presented.
- The 3rd community meeting was held on September 23, 2020.

Funding
Funding for the project is from the California Natural Resources Agency’s Urban Greening Grant.
